Bids & Request for Proposals (RFP) 

Oregon City has transitioned its bid process to DemandStar, an online marketplace that connects local governments and businesses (vendors) nationwide. DemandStar is a subscription-based service. While you can view bid opportunities from agencies, accessing documents and detailed information requires a subscription; therefore, vendors must register with DemandStar to receive notifications and view procurement documents. 

IMPORTANT: 

When you register with DemandStar, you can select ONE procurement agency for free. This means:

  • You will receive notifications about new solicitations (bids, proposals, etc.) from that agency.
  • You will have free access to the solicitation documents posted by that agency.
  • You can download bid documents and respond to opportunities without paying any fees — but only for that one free agency.

If you register and select Oregon City as your free procurement agency: 

  • You will receive email alerts for new solicitations from Oregon City.
  • You can download bid packages from Oregon City for free.
  • No additional service fees apply, as long as you are only accessing Oregon City’s solicitations.

Already registered with a free procurement agency (not Oregon City)?  

  • Oregon City’s solicitations will not  be included in your free access. There are two options if you want to access Oregon City’s bids: 
  1. Pay per procurement – You can pay a $5 service fee for each bid package you want to download from Oregon City or 
  2. Purchase a subscription – You can purchase a full DemandStar subscription that gives you access to multiple agencies, including Oregon City, without individual download fees.

Please ensure your registration aligns with your agency preferences to avoid unexpected charges.

  • Major purchasing opportunities are published on Oregon City DemandStar Bids , the Daily Journal of Commerce and may be published in local newspapers
  • The City seeks to contract with local businesses whenever possible, and to engage with vendors to provide organization services in the most economic, environmental and socially sustainable ways possible
  • This page contains advertisements for most, but not all of the current City of Oregon City solicitations.

    • Note: Metro Licenses may be used in lieu of an Oregon City Business License for certain contract types/amounts.
