Alternative Mobility Targets
What is the Alternative Mobility Plan? The Alternative Mobility Plan is a guide adopted by the City Commission for transportation planning. This plan is guided by other policies and plans, such as the Transportation System Plan (TSP), to ensure public safety, address community interests (regarding transportation items) and future City investments. Within the TSP are specific Transportation System projects for the City to invest in for transportation improvements.
Oregon City’s TSP, and associated amendments, were developed in 2012. This Plan was approved by the City Commission, effective August 16, 2013. A TSP is required by the State and provides a long-term guide for City transportation investments. The Plan incorporates the community’s vision into an equitable, and efficient, Transportation Plan. The current TSP outlines policies and projects through the year 2035.
During the development of the TSP, it was determined that the intersection along Highway (Hwy) 213 and Beavercreek Road would not be able to meet the required Oregon Highway Plan Mobility Standards through the year 2035. These standards provide flexibility for future funding allocations - for intersection and roadway improvements. In addition, these standards ensure that future development, or redevelopment of property is consistent with the vision within the TSP. Because of this, the TSP exempted the intersection at Hwy 213 and Beavercreek Road from the state standards until solutions (beyond those included in the TSP) or alternative mobility targets could be explored. This Project was identified as Project D0 – OR 213/Beavercreek Refinement Plan, within the TSP.
The Community Advisory Group (CAG) was then created to provide meaningful advice (and guidance) to staff, the Planning Commission and City Commission regarding Alternative Mobility Targets along the Hwy 213 corridor. The CAG. along with staff and a Technical Advisory Group, identified types of transportation improvements necessary to meet the Oregon Highway Plan mobility targets at the corridor. The groups identified the most feasible (and practical) improvements necessary to increase the capacity of the intersection (to address morning hour traffic concern. In addition, alternatives were identified to address the safety of the intersection, while also identifying alternative targets. These findings were concluded, and the Final Alternative Mobility Plan was presented to the Commission. The City Commission adopted this Plan, via Ordinance No. 18-004, on May 2, 2018.
On November 16, 2018, the Oregon Transportation Commission (OTC) amended the Oregon Highway Plan. This amendment included the Alternative Mobility Targets at the intersection of Hwy 213 and Beavercreek Road in Oregon City.
The City will continue to advocate for safety improvements and look for improvement opportunities at the Hwy 213 & Beavercreek Road intersection.
