Employee Medical & Dental Benefits

The following is an overview of the types of benefits offered to full-time employees. Part-time employees are offered some benefits on a pro-rated basis dependent upon number of hours worked and any applicable bargaining unit contract(s):

Summary of Medical Benefits

  • MODA Medical

Employees have an option between a service plan (base plan plus major medical coverage) or a health maintenance organization (HMO plan). Each medical plan includes prescription drug coverage. Coverage is for the employee and their dependents with a pick-up by employees towards the premium dependent upon their bargaining unit or management agreement. Coverage begins the first of a month after one full month of employment.

Summary of Vision Benefits

  • Vision Service Plan (VSP)

Employees will be covered under VSP whether they choose MODA Medical or Kaiser Medical. Coverage is for the employee and their dependents with a pick-up by employees towards the premium dependent upon their bargaining unit or management agreement. Coverage begins the first of a month after one full month of employment.

Employees and their dependents have two plans available for dental insurance either through a service plan or HMO plan. Both plans for preventive, routine, and major dental care, and orthodontic benefits. Coverage begins the first of a month after three full months of employment.

Additional Benefits Offered

  • Life Insurance:  Full-time Police and general employees are provided $25,000 life insurance with $1,000 for dependent coverage. Management employees are provided $50,000 life insurance with $2,000 for dependent coverage.
  • Life Insurance Additional: employees can purchase additional life insurance and/or accidental death and dismemberment insurance at an additional cost to the employee. A medical history statement must also be completed.
  • Long-Term Disability Insurance:  Full-time employees have long-term disability insurance that provides for two-thirds of an employee’s salary, up to a maximum earnings salary of $6,000 per month after a 90-day waiting period.
  • Retirement:  The City is a member of the Oregon Public Employees Retirement System (PERS). The City currently contributes both the employer and employee’s portion with the amount dependent upon the employee’s status with PERS.
  • HRA-VEBA: This is a Voluntary Employee Benefits Account. It is an account established for employees to use for out-of-pocket medical expenses pre and post-retirement. The amount contributed to the VEBA is dependent upon the employee group.
  • Flexible 125-Spending Account: Employees are offered a flexible 125-spending account that allows employees to pre-tax their portion of medical premiums or they can contribute pre-tax dollars for out-of-pocket medical expenses or child care expenses.
  • Employee Assistance Program: The City provides employees and their families up to 5 free confidential counseling sessions and 5 free legal consultations per incident through Reliant Behavioral Health.
  • 457-B Retirement Plans: Employees have the option to sign up for a 457-B Retirement plan where they can contribute pre-tax money into a retirement plan.
  • Holidays:  The City recognizes 10 paid holidays during a calendar year with 2 additional days given as floating holidays. Part-time employees are paid for the number of hours they are scheduled to work on holidays. Please check the city calendar for holiday closure dates.
  • Vacation: Paid vacation time accrues on a monthly basis based on hours worked, length of service, and employee group. Union employees can accrue up to 240 hours of vacation, part-time union employees can accrue up to 120 hours of vacation, and management employees can accrue up to 360 hours of vacation. Part-time employees accrue vacation based on the number of hours hired to work.
  • Sick Leave: Sick leave accrues on a monthly basis and hours earned are based on employee group. Part-time employees accrue sick leave based on the number of hours hired to work.
  • Gym Membership: Full-time employees who join a gym can receive $15 per month contributed towards their membership premium.
  • Payroll and Direct Deposit: Employees are required to sign up for direct deposit. Direct deposit can go into the checking or savings account at the bank or credit union of the employee's choice. Payday is monthly on the last working day of any given month (by general employees).
